POSITION OBJECTIVE:
The purpose of this role is to manage and optimise all projects related to the leasing and development of SANRAL’s investment properties to grow the portfolio, and manage standard and bespoke end-to-end property development solutions, in pursuit of SANRAL’s objectives, including maximising the return on immovable assets and revenue generation. Developing a commercially sound property investment plan will be key, as well as setting standards and processes essential for governance and portfolio success.
This position also involves comprehensive management of the commercial property strategy to meet goals aimed at accelerating investment property growth, adopting sound commercial principles, negotiating property contracts, managing customer relationships, forming partnerships, identifying new market opportunities, and maintaining a competitive edge in the commercial property development industry.
KEY RESPONSIBILITIES:
Commercial Property Development Strategy and Planning
- Provide input into the development of an enterprise-wide strategic plan that leverages the long-term business strategic objectives.
- Make recommendations to executive management regarding necessary changes to organisational strategies, policies, procedures that can affect clients’ inclination to accept new business offerings.
- Lead commercial property investment initiatives to support the implementation of the strategic plan.
- Develop a commercial property investment strategy to optimise the commercial opportunities and revenue for SANRAL.
- Develop a strategy to monetise assets and product and services of SANRAL.
- Develop a measurement criterion to monitor the implementation of projects.
- Lead the review and development of business development strategy.
- Monitor the commercial and financial performance of the investment property portfolio.
- Review and improve SANRAL Property Administration and Management Policy.
- Review and improve SANRAL Land Use Plan.
- Lead the development of the Business Development Policy, Strategy, and Governance Processes.
- Establish strategic partnerships with internal and external stakeholders to enable performance of duties and meeting general business development objectives.

Business Development and Market Research
- Research and identify opportunities for new commercial property developments for revenue growth for SANRAL.
- Develop, in conjunction with relevant cross-functional internal stakeholder teams, detailed execution plans for exploiting new markets and revenue opportunities identified.
- Define the commercial property investment strategic plan, which outlines the essence of the product strategy, customer acquisition and retention and the roadmap to deliver key features over time.
- Conduct extensive market research to keep track of competitors’ commercial property developments and marketing strategies and identify lease patterns and emerging market trends.
- Evaluate new markets, revenue opportunities, and provide a detailed commercial business case to optimise the commercial benefit.
- Maximise penetration in markets held by the competition and foster partnerships with new and existing stakeholders in the commercial property sector.
- Lead the consultation in relation to property valuations and maximise annual rental and escalations.
- Maintain transaction expertise by networking, participating in market discussions, engaging with stakeholders, and evaluating past failures and successes.
Operations and Technical Management
- Provide leadership regarding SANRAL’s commercial property master planning and zoning processes to enhance asset value by delivering developments that exceed industry standards, in partnership with Engineering and other relevant Business Unit Heads.
- Effective management of risks to ensure compliance with all applicable statutory regulations and policies.
- Apply investment trends and international best practices in the development of commercial properties.
- Analyse and explore SANRAL’s property development opportunities that deliver on maximizing revenue.
- Manage the Capex and OPEX spend according to the approved budget, and prepare annual and mid-term budget review, and submit reports as required.
- Ensure commercial objectives for profit, environment, social, and governance performance for each commercial property development project are achieved.
- Ensure that green and sustainable development principles are pursuit to developments to maximise sustainability.
- Manage and oversee operations, administration, and improvement of commercial properties, including assessment of business cases and development proposals, considering industry contracting standards or any other relevant Development Agreements.
- Manage feasibility studies, due diligence projects, and define best use of commercial properties and/or assets to maximise the return on investment.
- Prepare bankable property development funding proposals that maximise yield based on sound commercial principles including capital raising models, transaction or deal structuring principles, and consider public-private partnerships while complying with relevant legislation including the PFMA and Treasury Regulations.
- Negotiate terms and conditions of commercial property development leases with prospective clients and draft relevant agreements.
- Develop briefs/ scope of works for external consultants to deliver on projects.
- Obtain approvals in a timely manner, which may include liaising with management and other Business Units to ensure financial, commercial, legal, and legislative risks are documented.
- Lead the property market valuation projects to maximise rental, annual escalations, and ensure compliance with relevant policies
- Ensure accurate and timely information is available for monthly Management Reports, covering all aspects of commercial property development projects.
- Implement best practice in relation to the appointment of professional teams and contractors.
- Manage and prioritise urgent and important tasks within defined deadlines.
- Provide input regarding value engineering of property developments to ensure “future-proofing” of the investments.
- Provide advisory support and facilitate discussions regarding applications for property zoning in compliance with SPLUMA and other applicable requirements.
- Provide support and guidance to Property and Land Acquisition Officers, and this will include assisting with reviewing of proposals and their terms and conditions, drafting recommendations to management for approval of land or commercial property acquisition processes (when required).
- Provide other technical, administrative, and management activities which may be required from time to time.
- Management of lower-level employees within the investment property portfolio.
Financial / Commercial Analysis and Third-Party Management
- Conduct the financial, commercial and analysis required to support the development of commercial property initiatives that aim to optimise commercial benefit for business development and the support of the overarching business strategy.
- Collaborate with the multi-disciplinary teams to utilise research and insights gathered across various market factors, including sustainability, technological and economic, to assist with the evaluation, prioritisation and recommendation of new markets and revenue opportunities.
- Quantify the potential benefits of leveraging opportunities and/ or mitigating against potential risks identified through an understanding of the operational landscape, including technology, stakeholder, market, and legal/regulatory drivers.
- Combine understanding of operational landscape and local and international market factors to produce information used to assess past and present commercial projects. This will include forecasting future financial performance of projects.
- Compile necessary monthly and quarterly reports for management reporting.
- Compile and manage the operational risk register for the Commercial Property Portfolio and monitor the implementation of action items within the specified period.
- Manage tender preparation, which include contract management, management of 3rd party service provider performance in accordance with SANRAL’s standards.
- Cultivate and maintain good working relationships with key stakeholders, partners and service providers.
- Actively participate in the relevant functional working groups/business execution forums/clusters.
- Attend networking and industry events and create presentations that position SANRAL commercial investment property portfolio.
- Achieve an acceptable rating (clean audit) from internal and external audit which will include resolving audit findings and close identified gaps within agreed timeframes.
MINIMUM REQUIREMENTS
- A postgraduate qualification at an NQF level 8 in any of the following fields: Commercial Property Development, Management, Administration, Quantity Surveying, Architecture, Engineering, or any other related qualification in Property Financial Management.
- A minimum of ten (10) years of relevant experience at a management level as a Commercial Property Administrator, Developer, or working in a similar commercial property development environment or urban town planning.
- A strong focus on commercial, monetising immovable assets, maximising revenue, and developing commercial properties.
- Registration with industry-relevant bodies.
ADVANTAGEOUS
- A relevant Master’s degree.
- Commercial or transaction deal structuring prowess to maximise the return on investment.
- Above-average knowledge of property commercial principles.

TECHNICAL COMPETENCIES:
- Knowledge and understanding of local and international best practice, and commonly used commercial property strategy development techniques, commercial and financial principles, operational systems, and governance standards.
- Knowledge and understanding of the local governmental landscape, regulatory and legislative operating environment within commercial property development, including environmental compliance, safety, and other relevant requirements.
- Knowledge of the industry standards and regulations that govern land and commercial property acquisition, development, management, administration, including leasing, alienating, market valuations and other related matters.
- Knowledge of SPLUMA, the SANRAL Act, the National Roads Act, land administration processes and other relevant requirements, including good understanding of property development and management laws.
- Knowledge in interpreting plans through Geographic Information Systems (GIS) or other relevant mapping systems.
- Ability to form strategic partnerships, build and manage meaningful relationships with employees, business leadership, industry experts, property trend-setters, and external stakeholders.
- Ability to facilitate the commercial and contractual negotiations with external stakeholders and developers, factoring financial, technical, legal, sustainability, and economic imperatives.
- Ability to analyse and interpret commercial and financial data to produce proposals and reports to assess the commercial viability of property development proposals.
- Ability to define and evaluate complex business cases, including conducting cost-benefit analysis, due diligence, and investment or financial appraisals.
